GVO Roundup: Various corruption Schemes Nearly Resolved in Greater Rochester
Steven Rosenbaum has admitted his guilt in court, offering his Gentile partner to the feds. Meanwhile, Meyer Hirschorn brazenly insists he is guilty yet immune to justice.
Unrepentant slum lord confirms sorry state of rentals, insists he's "…not paying a judgment."
Meyer Hirschhorn of Rockland County is the Jewish landlord of 15 single-family and apartment-style dwellings in Rochester that have accrued approximately $131 million in code violations, according to WXXI.
The city’s attorney, Linda Kinglsey described the landlord’s appetite for maintenance as “…dismal at best.”
Starting in 2019, Hirschhorn—who is Jewish—began purchasing the properties as investment vehicles. An independent GVO investigation into Hirschhorn's business venture, Hirschorn Epstein, LLP, appears to have operated out of Brighton, NY, a widely recognized Jewish suburb of Rochester.

Issues range from structural to sickening: rodents and bugs mill about sagging drywall, invoking visions of the Old Testament tale of the various plagues of Egypt.
"There has to be fiscal responsibility," said Linda Kingsley, Rochester's "top lawyer" in an interview. "You're going to have tenants in your property and you're going to have rodents and broken windows and holes in the floor and holes in the ceiling, we're going to hold you accountable and you're going to pay for that."
When questioned about the horrid living conditions of his rental homes, Hirschorn brazenly spoke to the media by blaming his tenants for not paying $1 million in back rent due to COVID-era eviction restrictions. He also accused the government, stating, "I'm not going to pay the banks. I'm not going to pay the fines. The state did this. The city did this. They need to take responsibility for themselves."
In his day-to-day life, Meyer Hirschhorn appears to live life as an observant Orthodox Jew, and in the past, has served the Orthodox community as a general manager for a Kosher grocery store.
Hirschhorn was once featured in the local press for using physical force to detain a group of Black shoplifters inside the Evergreen Kosher Market in 2018. According to reports, he held down one of the Black teens for almost five minutes. Police arrived shortly after and arrested all five of them.
It is unknown if Hirschhorn is still a member of the staff, but according to a GVO investigation, his name appears as the owner of an LLC known as BDS Foods. The address of that LLC was used to confirm his photo. Orthodox Jewish communities—like the one Hirschorn has worked intimately within—have been known for their industrialized indulgence of Section 8 vouchers.
Despite the hefty allegations, Hirschorn appeared to have little remorse for those forced to live in his squalid homes. Hirschhorn made certain of this, stating, "It could all burn down. The whole city could burn. There's no money up there."
Security firm “Swoop1, Inc” co-owners, Alan Laird and Steven Rosenbaum (Jewish) have both admitted to tax fraud.
According to a report by the Democrat and Chronicle, two owners of a security firm confessed to tax fraud in Federal court after an investigation revealed they failed to disclose millions in unreported revenue. From 2016-2021, Alan Laird and Steven Rosenbaum admitted to using a local check cashing company to avoid paying taxes on millions of dollars. The two owners then confessed to using physical cash for payroll, business expenses, and even their own personal stashes.
Fines and dues are reportedly near the million-dollar mark.
Alan Laird, the former police chief for the town of Irondequoit, and Rosenbaum could also see up to 3 years in prison. The pair are due for sentencing on 20 December 2023.
Rosenbaum's co-conspirator, Laird, was identified as part of the scheme after his initials "A.L." were confirmed by Rosenbaum, who is Jewish. "A.L." was easily determined via Swoop 1, Inc's web page to be Alan Laird's initials.
Despite the convictions, Swoop 1 still holds clients and today is fully operational. In the past, the security firm has endured numerous scandals ranging in severity. The first was relatively benign, when a police detective who moonlighted at Swoop 1 resigned before being fired by current County Executive and then Irondequoit Town Supervisor Adam Bello. The mutual breakup occurred after Jim Frascati, the CEO of Swoop 1, posted an anti-Obama racist meme, among others on Facebook, uncensored (link contains nudity).
In August of this year, Swoop 1 took another blow to its prestige after disgraced employee Jason Lane began a 5-year prison stint for charges of receipt of child sex abuse material (or CSAM) this past August (referred to as "child pornography" by 13 WHAM). When arrested, Lane was working as a Swoop 1 security guard at Spencerport High School.
